How do I get a three year old German Shepard dog to mellow out.?

He is so hyper, when I go out side he jumps around and always in the way. He is a 142 pound puppy. It is so annoying, when you tell him to go he will for about 3 seconds. Then he Is in the way again. He gets a lot of attention so that's not the problem.
